Under consideration PE2287: Recognise Covid-19 vaccine injury and create appropriate NHS pathways
Calling on the Scottish Parliament to urge the Scottish Government to recognise people injured by Covid-19 vaccinations and, building on closed petition PE2086, establish NHS Scotland pathways for their assessment, diagnosis and treatment, including clinical guidance, specialist referral routes, data collection and public reporting.
Background information
PE2086 (Recognise the vaccine injured and offer appropriate treatment)
was considered in Session 6 of the Scottish Parliament and closed on 10 December 2025. The petition asked the Scottish Government to acknowledge people injured after Covid-19 vaccination and to have the NHS offer treatment. That recognition was not given, and no national pathway followed.
This session 7 petition asks the new Parliament to secure both. The Association for Vaccine Injury in Scotland (AVIS, SC054202) still hears from people who say they are unrecognised as someone injured by the Covid-19 vaccine and cannot get NHS assessment or care. In 2026 AVIS engaged NHS Lanarkshire, a board that delivered the vaccination programme. After a February meeting, written replies and a Stage 1 complaint on 1 April 2026, there was still no acknowledgement, pathway, referral route or clinic. This is a national issue. The Government should recognise the injured and publish relevant NHS pathways.
